The 2023 debt ceiling standoff between Biden and McCarthy

Gone quiet · last story Jun 7, 2023

In January 2023 the United States hit its legal borrowing limit, forcing the Treasury to take "extraordinary measures" to keep paying the government's bills.[1] House Republicans, led by Speaker Kevin McCarthy, demanded spending cuts in exchange for raising the limit, and after months of standoff McCarthy and President Joe Biden reached a deal in late May.[2][3] The Senate gave final approval days before the deadline Treasury Secretary Janet Yellen had set, averting a first-ever default.[4][5]

What this arc covers

The 2023 fight over raising the US debt limit, from the Treasury hitting the ceiling in January and House Republicans' bill tying an increase to spending cuts, through the Biden-McCarthy negotiations and warnings of a first-ever default, to the deal Biden signed in early June and its aftermath in the House.

Background

McCarthy accused Biden of refusing to negotiate over the limit.[6] In April House Republicans narrowly passed a bill raising the ceiling by $1.5 trillion in exchange for spending cuts,[2][7] and Yellen warned that the government might run out of ways to pay its bills by June 1.[8] Biden and congressional leaders met at the White House in May,[9] and talks broke off and resumed as the deadline neared.[10][11] The administration ruled out invoking the 14th Amendment to get around the limit.[12]

The final agreement also restarted student loan payments,[13] and hard-right conservatives angry about it shut down the House floor in protest, setting up McCarthy's next budget fight.[14] That fight ended with his removal, followed in the arc on the 2023 House speaker fights.
