The Hunter Biden laptop, from the 2020 suppression fight to the FBI charges

Active · last development Oct 23, 2026: “Meet the FBI ‘shadow government’ that shut down the Hunter laptop story”

A laptop that a Delaware repair shop owner said Hunter Biden left with him has been a political fight since the New York Post reported on its contents in October 2020. Twitter and Facebook limited the story before the 2020 election, decisions Republicans later tied to FBI warnings and that former Twitter executives told Congress in 2023 were mistakes.[1][2][3][4] In October 2026, two former FBI officials were charged with lying to Congress during its inquiry into the bureau's handling of Hunter Biden investigations.[5]

What this arc covers

The laptop that a Delaware computer repair shop owner said Hunter Biden left with him, and the fights over it: Twitter's and Facebook's decisions to suppress the New York Post's October 2020 reporting on it, and the later disclosures about those decisions; the FBI's warnings to social media companies about hack-and-leak operations and what the bureau knew about the laptop; the letter from 51 former intelligence officials saying its emails had the earmarks of a Russian information operation, the dispute over the letter's origins and Trump's 2025 revocation of the signers' security clearances; the 2023 House hearing with former Twitter executives; Hunter Biden's lawsuits against the repair shop owner, John Mac Isaac, former Trump aide Garrett Ziegler and Rudy Giuliani, his request for a federal investigation of those who spread his data, the threat against an FBI agent who investigated that, and the repairman's defamation claims; and the October 2026 charges against two former FBI officials accused of lying to Congress in a probe of the bureau's handling of Hunter Biden investigations.

Background

The platforms' decisions came to light in pieces. In August 2022, Facebook's Mark Zuckerberg said the company had suppressed the story based on a general request from the FBI,[2] and Sen. Ron Johnson said whistleblowers had told him FBI officials stalled an investigation into the laptop.[6] That November, Twitter's former head of trust and safety said blocking the story had been a mistake,[7] and in December documents showed that the FBI had warned Twitter before the election to expect a "hack-and-leak operation" involving Hunter Biden.[3] Rep. Ro Khanna was reported to have been the only Democrat to raise concerns with Twitter about the decision.[8] Elon Musk's release of internal Twitter documents, known as the Twitter Files, is followed in the arc on his takeover of the company.

Read the full background

Republicans took the fight to Congress after winning the House. Kevin McCarthy pledged to the 51 former intelligence officials who had signed a 2020 letter saying the laptop's emails had the earmarks of a Russian information operation.[9] In February 2023, three former Twitter executives told the House Oversight Committee that the company had erred in blocking the story, but denied that Democrats or law enforcement had pressured them,[10][4] while Democrats including Rep. Alexandria Ocasio-Cortez played down its effect on the election.[1]

The intelligence officials' letter drew its own scrutiny. Former Director of National Intelligence James Clapper said Politico had distorted the letter he signed,[11] and in April 2023 former CIA deputy director Michael Morell told the House Judiciary Committee that Antony Blinken, later secretary of state, had played a role in its inception.[12] In January 2025, Trump revoked the security clearances of the 51 signers.[13]

What the FBI knew became the next question. An IRS whistleblower told Congress in 2023 that investigators had verified the laptop in November 2019,[14] and an FBI official said the bureau had told Twitter the laptop was real on the day the Post's story ran.[15] In October 2026, prosecutors charged two former members of the FBI's Foreign Influence Task Force, Nikki Floris and Brad Benavides, with making false statements to the House Judiciary Committee in 2023 about their roles in the bureau's investigations involving Hunter Biden.[5] A New York Post column called the officials a "shadow government" that had shut down the story,[16] while Floris's lawyer dismissed the case as "nonsense charges."[5] The charges came days before the midterm elections, in what coverage described as the latest in a series of politically charged actions by the Justice Department,[5] and the blog Emptywheel argued that the complaint treated the laptop and all the data derived from it as one and the same.[17]

Hunter Biden also fought over his data in court. In February 2023, his lawyer asked the Justice Department to investigate Trump allies and others who had accessed and spread his personal data,[18] and in March he sued the repair shop owner, John Mac Isaac, accusing him of invading his privacy.[19] That September he sued Garrett Ziegler, a former Trump White House aide, over alleged hacking,[20] and Rudy Giuliani and his former lawyer Robert Costello, accusing them of the "total annihilation" of his digital privacy.[21][22] He dropped the Giuliani suit in June 2024.[23] That month a Texas man was charged with threatening an FBI agent who had investigated the spread of the laptop's data,[24] and in October a Delaware judge rejected Mac Isaac's defamation claims against Hunter Biden, CNN, Politico and the Biden campaign.[25] The criminal cases against Hunter Biden, in which the laptop was used as evidence, are followed in a separate arc.
