Thousands of migrants still in Ceuta after border crisis, local leader says

Tens of thousands of migrants crossed from Morocco into the Spanish territory of Ceuta in late July. Most quickly returned, but hundreds of unaccompanied children remained, straining local services. Disagreement exists over the crisis's cause and death toll.
