NYPD to investigate another video of people emerging from manhole

Videos have shown people climbing out of sewers in Manhattan, including a recent incident near Penn Station where three people in work gear emerged from a manhole. The NYPD is investigating these cases. It's unclear who these people are or why they were in the sewers.
