Man wanted in fatal shooting of Penn State student allegedly attempts to steal off-duty officer's car

Kadafi Fleming, 19, who's wanted in connection to the fatal shooting of a Penn State University student in June attempted to steal the car of an off-duty Philadelphia police officer early Monday morning, U.S. Marshals said.
