Kansas gov. declares state of disaster due to rain, flooding
Governor Laura Kelly has issued a disaster proclamation for Kansas due to recent rainy weather and flooding hazards. Kelly issued the verbal state of disaster emergency declaration Wednesday, Sept. 30.
