'Despicable': SC woman arrested for 12-year-old reportedly weighing 47 pounds
A South Carolina woman has been arrested after a 12-year-old girl was found in "severe malnutrition," according to deputies. The Orangeburg County Sheriff's Office charged 43-year-old Chiquitta Dawkins with unlawful conduct toward a child.
