The European Union imposed sanctions on Russian billionaires Alisher Usmanov and Mikhail Fridman. EU countries attempted to reach agreement on whether to remove these sanctions, but failed to finalize a deal on Monday. Diplomats plan to resume talks on Tuesday to try again.
