Colorado River plan spares Wyoming from major cuts

The federal government released a plan to manage the Colorado River over the next decade, which would require Arizona, California, and Nevada to make significant water cuts. Some states could also pay residents and farmers to voluntarily use less water starting in 2027, before a major water agreement expires.
