Arizona school choice reform effort fails before reaching ballots
A proposal to restrict Arizona's school choice program, known as Empowerment Scholarship Accounts, failed to collect enough valid signatures to appear on the November ballot. The Arizona Supreme Court found that some petition signatures were duplicates and shouldn't be counted, which pushed the effort below the required threshold.
