Voters have backed abortion access when it has been on the ballot, but 25 states, including West Virginia, do not allow citizen initiatives or constitutional amendments on a statewide ballot. In West Virginia, Republican lawmakers with a supermajority have ignored a petition asking them to let voters decide whether to restore legal access to abortion.
