Background

The deal grew out of a draft agreement floated by US envoy Amos Hochstein to settle competing claims over gas-rich waters. Israel said it would reject Lebanon's proposed amendments to the draft,[3] and days later Israeli Prime Minister Yair Lapid announced what he called a "historic agreement."[4] Lebanon's President Michel Aoun announced its approval,[2] and the two countries finalized the deal later that month, an agreement President Joe Biden hailed as historic.[1] Weeks later, Lebanon's top negotiator said Lebanon wanted talks with Syria to demarcate their maritime border as well.[5]
