The talks to revive the Iran nuclear deal in 2022

Gone quiet · last story Aug 3, 2022

The United States and Iran tried in 2022 to revive the 2015 nuclear deal, which the Trump administration had abandoned, in talks that seemed close to an agreement in early March before Russia raised new demands, and that resumed in Vienna in August with the Biden administration expecting little.[1][2][3]

What this arc covers

The negotiations to restore the 2015 nuclear agreement between Iran and world powers, which the United States left in 2018: the talks in Vienna in early 2022 and the US readiness to meet Iran directly, the warnings that a deal was days away, the stall over Russia's demands after its invasion of Ukraine, the visits by Qatar's emir and the indirect talks between US and Iranian envoys in Doha that June, which ended without progress, the reassurances the US offered its allies, and the return to Vienna in August as Iran expanded its uranium enrichment.

Background

The negotiations in Vienna, between Iran and the remaining parties to the agreement, Britain, France, Germany, Russia and China, sought to restore limits on Iran's uranium enrichment in exchange for relief from sanctions.[1][4] In January the State Department said the United States was prepared to meet Iran directly, after Tehran said it would consider doing so.[5] Coverage on this site begins in January 2022, so the talks' start in 2021 appears here only where later stories describe it.

In February France's foreign minister said a decision was days away,[4] and by early March the main parties indicated an agreement was close, until Russia, which had largely stood by Iran, raised demands of its own.[2] Secretary of State Antony Blinken pledged to counter hostile actions by Iran whether or not a deal was reached,[6] and in May Qatar's emir met Iran's president, Ebrahim Raisi, in Tehran as the talks deadlocked.[7]

After the European Union's top diplomat pushed to break the deadlock, US and Iranian negotiators held indirect talks in Doha in late June, which ended without progress.[8][9][10] A new round convened in Vienna in early August as Iran expanded its enrichment.[3]
