The push to make daylight saving time permanent, from the House vote to the Senate

Active · last development Oct 1: “Permanent daylight saving time bill's future uncertain after Senate adjourns”

In 2026, President Donald Trump and the House pushed to end the twice-yearly clock change by making daylight saving time permanent, but the effort stalled in the Senate. The House passed the Sunshine Protection Act 308-117 in July,[1] Trump pressed Republican senators to drop their holds,[2] and the Senate adjourned without acting, leaving the country set to change its clocks again on November 1.[3][4]

What this arc covers

The 2026 push to end the twice-yearly clock change by making daylight saving time permanent: the Sunshine Protection Act's passage in the House in July, President Trump's pressure on Senate Republicans to drop their holds, the objections from senators, schools, airlines and religious groups, the states that have approved permanent daylight saving time pending Congress, the Canadian provinces and territories making the same change, and the bill's stall after the Senate adjourned.

Background

The Sunshine Protection Act would keep most of the United States on daylight saving time year-round, ending the return to standard time each fall. It cleared the House Energy and Commerce Committee 48-1 in May 2026,[5] with Trump calling for its passage,[6] and the House approved it on July 14 with broad bipartisan support.[1] The country has tried year-round daylight saving time before, most recently in 1973 and 1974, and gave it up in less than a year.[7][8]

The bill met resistance in the Senate, where one Republican senator warned it would not "see the light of day."[9] Republican senators from northern states objected that their states would be left in early-morning darkness in winter.[10] Orthodox Jewish groups said it would push morning prayers past 9 a.m. in some places,[11] the airline trade group Airlines for America opposed it unless its start was delayed by up to two years,[12] and experts said schools and students would suffer, the main reason senators seemed reluctant.[13]

In August, Trump urged Republican senators to "release their holds" and vote as soon as possible.[2][10] Nineteen states have approved permanent daylight saving time but need Congress to act before they can adopt it.[4] In Canada, British Columbia made the change in March, and the Northwest Territories said in September that it would follow.[14][15] A poll found permanent daylight saving time was the most popular option,[16] though research suggests permanent standard time would bring more benefits.[8] With the Senate adjourned at the start of October, the bill's future was uncertain.[3]
