Background
Just after German spy chiefs told lawmakers that Russia was waging a "shadow war" against Europe,[2] German prosecutors arrested August Hanning, president of the Federal Intelligence Service, the BND, from 1998 to 2005, on espionage allegations.[1] Prosecutors accused him of spying for a foreign country and said a paid BND informant had illegally provided him with about 2,000 documents, some of them classified; never before had a German official of his stature been accused of treason.[1]
